All top decks work in the same way yes the majority of the cag seals will keep the water out but the neoprene tube will suck in water eventually so i only use one when playing, surfing or squirt boating due to the more freedom of movement they give.

Peak make very nice ones and are hard wearing

Reed make nice cags also but are not as durable and if you graze it on something then it will leak easily repaired with seamseal glue. The advantage of the reed stuff if it get wet it stays warm as it has fleece lining so in answer to the question no no cag deck will keep all water out but will be comfortable to wear! no cag will keep all the water out either even the top of the range ones will let some through the seals occaisonally especially in in fast moving water
