I don't think that you will be able to find many, if any, shorty tops with a latex neck and adjuster. However, check out the Level Six Chochee and Knight. The Knight is more of a semi-dry top, but it is fully adjustable, so for me, since my neck is only around 12" round, I found that every other jacket (IR and PeakUK, mainly. The NRS Motion did fit though) with a neoprene gasket wouldn't fit well. Also, if I got something with latex and it stretched, I would be stuck with a semi-dry top anyways. You might want to email some companies, to see what a custom top would cost, but I know that IR charges $75/hr for custom items plus supplies, so it can get expensive fast.

You may also want to look into the PeakUK Combi Shorty.

PeakUk Combi Shorty. It does not have a latex neck gasket (latex on your arms though) and becuase the little sleeves are removable it is super nice cause if it does turn a bit chilly you can pop your sleeves on and just carry on boating.
I have been paddling with one for over a year now and have had no problems. Might be worth a look.
