My friend has great difficulty in establishing a standard set up position for a C to C or screw type roll.
When upside down, it is as though he cannot reach around the gunwales of the boat and get the paddle out of the water.

Any tricks, suggestions, exercises, etc. that might be tried to improve that situaiton?

anything involing the stomach musles and maybe he has to big of boat for hinm

If it is that he is unflexible then I can't suggest anything but it could be he has a short torso.Maybe try butting some foam pads either on the seat or underneath it.

Can't tell without seeing it, but what people aren't told very often by their instructors is that you have to come out from under the boat till your body is near the surface. Looking up to the sky helps in that way (hence they call it Sea to Sky roll in Vancouver). Like this you use your whole upper body for rolling.

what about trying the screw roll first its simpler?

I had this problem early on and didn't get a roll until I lost weight, became more flexible with stretching exercises and yoga and strengthened my torso. That was the formula for me!

I'll second the idea of lots of stretching. The body can obtain all sorts of odd configurations if it's limber enough.

Sitting down with his legs stretched out in front of him, see if he can touch his toes. If not, he can increase flexibility by simply stretching each morning and evening until he can just about put the palms of his hands flat on the floor when bending over to touch his toes.

If that still isn't enough, start adding in some rotation. Same stretch to touch the toes while seated, but now rotate the torso to the left and try to grasp the outside of the left foot with both hands, repeat on the opposite side.

If he can do this, and he still can't clear the boat, I'd say it's time for a smaller boat ;-)

I am certainly not an expert but have taught several people the C to C roll. I used to try to show them the setup position by moving the paddle into position while they are upside down. It seems to take a long time for them to visualize this. I have found that if you allow them to role over, keeping their head barely out of the water, while holding the bottom of their vest and give them free use of their hands, they seem to realize how much they have to extend to reach that position better. Every one I have tried this on increases their reach significantly.
