Theres a river Aire on wikipedia (not on ukrgb though?) that goes through leeds. Theres a likely-looking weir on google map satellite view. Theres road access and the marina may let you use your carpark if you ask nicely (thats only a guess though). If you find any more info or go for a visit put it up on ukrgb - that wave looks awesome.

Just checked the full length of the river and Im pretty certain that its the one I linked to (busy day at the office;).

Afterthought - its a manmade weir so take your time and bank inspect because it might get nasty at the wrong level. Looks quite high in the video.

i agree that it looks high in the video, however even if it only does work in the high flows it's still a hell of a sweet wave!! gd luck in finding it buddy happy surfin!!

Has anyone actually paddled there? does anyone know roughly what its like at different flows? it might be worth looking into maybe at lower flows you'll find its a nice little play hole as well!

It's on the river Aire south of Leeds in an area called Woodlesford, near Lemonroyd lock on the Leeds Liverpool canal.
