With all the choice we got on the market you should ask yourself rather wich boat is more suited to my weight rather than trying to fit your weight to a boat.

Or are you asking whether it's best to be on the higher range or lower range of the spec. Then I would say for river running it would be more on the low to mid range, but even if you're on the higher range you can still run a river confortably (you can even go a little bit over the weight range and still use it if you're confy inside the boat).

For playboating though, I reckon it's better to be on the higher weight range of the specs as you'll be more able to throw your boat around. If you're too light you might find it harder to sink the ends for cartweels and loops.

Two sides to the argument really. If you are at the top end the boat will be easy to throw down, but if you are at the bottom the boat will be more retentive in the feature and prone to going big. I recently switched from a Vision 44 that I was at the top to a Vision 56 that I am 10lbs under the weight range. Can still flatwater wheel the 56 but it takes more technique. Much more retentive in a hole and goes a lot larger on loops ect.
My suggestion would be if you are new get a boat you'll be at the mid to bottom range of, and once you get some techniques down and are ready to upgrade to a newer boat go to the mid-upper range on the new one.

definitely agree with that. Its all about technique. If you need the exra weight to help you engage ends, then go for a smaller model. But, if you have the technique, it doesnt matter to much as long as your not really underweight for it. it also depends what play features your goign to be using the boat on. Holes, maybe the smaller modle, waves, the larger size and extra volume will probably make you go bigger on your blunts and stuff.
