here´s what I think

A thought ? sounds even more vague..

How do you control, that people actually register to this ?

The government probably wants to know how many people are going to remote areas as they have had serious problems with tourists being kidnaped by moaist rebels outside of the major cities. If thy're going to have a permit they probably want to use it to bring in money from people who can aford it.

Is that so ? Is this a firsthand knowledge ? From what I have heard is that these maoists don´t take hostages. Instead they rob you of your money and other worthy assets and politely even write your insurance company a receipt, that they took you videocamera. No kiddin. \"Whom of you are covered ?\" Then those who raise their hands will have to give their stuff away upon a receipt :yes:
